Hello Ted,
In short, if the laminate have hydrolyse trigger enclosures, the
process will start wether it is barrier coated or not.
The only difference is, that if there are "triggers",
the damages in the laminate will be much worse before any
tell tale blisters form in the barrier coat and a proper
repair will be much more expensive.
If there are no triggers there will be no hydrolysis wether
the hull is barrier coated or not.
A "preventive" coating is just a waste of money.
