Hello Michael,
There very often become blisters in the outer hard antifouling
when solvent from inside primer and or antifouling layers
gets enclosed under fast drying outer layers. But then the smell
should be typical solvent and not acid.
The only way to check is to drill some test holes into the
laminate and check for acid and or discolouration of
laminate layers.

HYAB Osmocure Centre can help you with such a survey
and also a proper repair if needed
