O.K. Bennie, kmy advise is to sand down the blisters, apply antifouling and sail for another year ot two. Then check again and if there are blisters, open some when they are wet and check for acid with a blue lithmus paper strip which you can buy in a drug store. If the strip becomes orange or red I recommend a HotVac treatment.
