black spots/osmosis in fibreglass booms in swimming pool.

Greetings, here in Melbourne we have a problem of that we are getting black spots forming on the fibre glass booms in a swimming pool. We know this is osmosis. A boom is a 1.5m wide * 2m high (deep) * 25 m wide fibre glass structure that spans a 25* 75m pool. The booms 3 number have the ability to be moved up and down the length of the pool, thus allowing different areas for different activities. The booms are about four years old and are fibreglass with internal ribbing for support, water flows through them.
Q how do we attend to these black spots?
Q will this be along term, or on going problem.
Q will this be structurally damaging to the booms
