Hello Mr Feijen
If it is a pool that is molded, a repair would cost about
EURO 350.- / square meter which I guess is more than
you would pay for a new one. You might take a chance on sanding it
thoroughly and spray paint it with one coat of two component polyurethane
filler and two coats of polyurethane paint. However there is no guaranty
that it will hold for long. Anything between 2 and 10 years can be expected.

If it is a construction of concrete or building blocks laminated
with fiberglass and polyester, you must rip of all of the laminate
and then even the concrete surface with a water based epoxy filler.
Then laminate with a 200 - 300g quadraxial fibre glass mat to it in
one layer of water based epoxy and apply two more layers on top of the
mat. When it has cured, sand and paint with a clorkautschuk paint.
